OpenAI Rolls Out New Tools for ChatGPT Ads

OpenAI is confirming a few adtech product rumors and sharing new partner updates. 

The company says advertisers can now create ChatGPT ads through a new self-serve Ads Manager (official now, and in beta), alongside the official rollout of cost-per-click bidding and expanded measurement tools, including Conversions API (CAPI!) and pixel-based tracking. 

For larger advertisers, OpenAI is also leaning into partners. Brands can buy through agency groups like Dentsu, Omnicom, Publicis, and WPP, or work with platforms including Adobe, Criteo, Kargo, Pacvue, and StackAdapt. The company says it plans to continue expanding its partner ecosystem.

Consider that, one year ago, Sam Altman, CEO of OpenAI, all but shrugged off ad revenue as “some number of dimes.” 

Fast forward to now, and OpenAI has quickly built what looks like a real, fast-maturing adtech platform. It’s developing core infrastructure in-house, like Ads Manager, while leaning on partners to drive scale. The direction is clear: hey, let’s grow this business quickly.

That matters in the context of a potential IPO and ongoing questions around revenue. Ads could become a meaningful lever to pull to diversify and strengthen the business.

The product choices also point to how OpenAI plans to do it. Self-serve Ads Manager, expanded measurement, and integrations with commerce and performance platforms suggest a push into SMB and mid-market, while enterprise likely flows through agencies and tech partners. To that end, there’s even a rumor that OpenAI has removed minimum spend thresholds entirely.

Commenting on the launch, Benji Shomair, VP of Monetization at OpenAI, said, “Expanding access to advertising helps support our broader mission of making frontier AI more accessible to more people.”

That’s the core message from OpenAI on ChatGPT ads: ads subsidize the AI and help democratize access. It’s a familiar model from the open internet — free or lower-cost access, supported by advertising — and it’s clearly becoming part of OpenAI’s narrative.

OpenAI, on the monetization side, is clearly positioning itself alongside social and search, aiming to become a true performance channel, especially given its apparent focus on SMB and mid-market demand. But to get there, more independent auditing will be needed.
